KARNATAKA STATE WOMEN'S DEVELOPMENT CORPORATION SCHEMES
Urban Stree Shakti Scheme will be implemented in urban areas and cities in Karnataka by forming women Stree shakti groups covering poor, needy and physically handicapped women either engaged in small business activities or keen on establishing small business activities through groups that enable them to become self-reliant and improve their economic and social status.
This scheme will be implemented by KSWDC in a phased manner covering 75000 to 100000 women forming about 5000 groups comprising 15-20 women each. On formation of a group, an amount of Rs.5000/- will be released to establish a Revolving Fund for the group. The total budget outlay for this scheme is Rs.2.50 crores.
During 2003-04 the Corporation plans to form 1250 self-help groups in the first phase and 3750 SHGs in the second. Activities suitable for the area will be identified depending upon the availability of raw materials and marketing demand for the identified business activity.
A truly innovative scheme, sanctioned by the Government of Karnataka in the year 1997-98. Udyogini assists women in gaining self-reliance through self-employment, especially in the trade and service sector. Udyogini empowers women by providing loans through Banks and other finanicial institutions; it also provides a subsidy from the Corporation for undertaking business activities / micro enterprises. Loans are arranged through financial institutions like commercial banks, district co-operative banks and RRBs. The scheme has gone a long way in preventing women entrepreneurs from private borrowing at higher rates of interest.
Under this scheme, the maximum unit cost is Rs.1,00,000/-. Age limit for the beneficiary is 18-45 years and family income limit to avail this benefit is Rs.40,000/- per annum for all women including those belonging to SC/ST. No income limit is prescribed for women belonging to special category viz., widows, destitute and disabled women. KSWDC provides a subsidy @ 30% of the loan sanctioned for widows, destitute, disabled women and women belonging to SC / STs, or Rs.10,000/-, whichever is less. In case of the general category women, the subsidy is @ 20% of the loan or Rs.7,500/-, whichever is less.
Applications received are scrutinized by the CDPO of the concerned Taluk and put up for approval of the District level Committee, headed by Deputy Director /Assistant Director, DW&CD.

Marketing Assistance scheme was sanctioned by the Government of Karnataka during
1997-98. Under this scheme, Karnataka State Women's Development Corporation is providing marketing facility by organizing exhibitions at the District Level and the State Level.
The State Level exhibition and District Level exhibitions are organized at Bangalore and every district headquarter each year. To organize an exhibition and the sale of products at the district level, the Corporation provides Rs.25,000 to 35,000 as a grant to the Asst. Directors/Deputy Directors of WCDD and A 3-day exhibition cum sale of products is organized at the district level. The Corporation also organizes a six-day State level exhibition cum sale once in a year in Bangalore to These exhibitions prove to be an efficient platform for the interaction of the Women Entrepreneurs and potential customers. These exhibitions, besides promoting good sales, also provide a forum for marketing of their products.

To organise exhibitions cum sales throughout the State for the products manufactured by women entrepreneurs
Under this training programme, various skill-oriented training activities are organized for needy women, widows, destitute and physically handicapped women. These programmes are conducted through Government & Quasi Government Technical Institutions and with NGOs having good track records. It includes EDP and EAP concepts covering women empowerment, gender issues, women's rights, women's laws, health aspects, Government programmes, market assistance, etc.
The duration of training varies from one month to 6 months depending upon the craft. Women belonging to SC / ST are selected according to reservation norms giving widows and destitute priority. In selected courses, a stipend of Rs.300/- per month is paid. Beneficiaries vary from educated unemployed to degree or diploma holders. The age limit prescribed is 18-45 years. These programmes are instrumental in assisting self-employment and wage employment.
The Social Welfare Department released Rs.100 lakhs in 1998-99 to organize Job Oriented Skill Development Training for women belonging to Scheduled Castes. The eligibility criteria for selection of women candidates were fixed as:
• Age group: 18-45 years
• Annual Family Income: Rs.31,952/- for rural and Rs.42,412/- for urban
• Education qualification: dependent on skill type to be imparted Beneficiaries vary from educated unemployed to degree or diploma holders.
To provide technical skills, the Corporation identified reputed Government Training Institutions such as ATDC, NIFT, GTTC, SISI, KILT, Bowring Hospital, STEP, RUDSETI and Canara Bank training centres.
During the period of training, a stipend of Rs.300/- per month is paid to the beneficiaries. While imparting training, EDP and EAP concepts covering women empowerment issues like gender issues, women’s rights, women’s law, health aspects, various government programs, bank facilities available, etc., are covered. These programmes are instrumental in assisting self-employment and wage employment.
State Government Programme in eradicating ‘Devadasi’ system:
‘Devadasi’ Rehabilitation project was set up in 1991 by Karnataka State Women’s Development Corporation to eradicate the ‘Devadasi’ system in Belgaum District and help those who have been exploited by this system. Later, the WDC started economic activities with the help of MYRADA, a voluntary organization that helped in launching this programme to support the Govt. project in Belgaum District. A survey that was conducted showed 3,600 ‘Devadasi’ women in Belgaum District alone.

In the government order read above, approval has been accorded for the implementation of a new project named "AASARE " for the empowerment of destitute / helpless women from 2007-2008, through Karnataka State Women's Development Corporation, and permission with authority also granted by the government to re-claim Rs. 5.42 crores necessary for the implementation of this project from the share capital amount in the P.D. account of Karnataka State Women's Development Corporation. Since it is necessary to issue guidelines for the implementation of this project, the order shown below has been issued.
NORAD - Norwegian Agency for International Development) (Centrally sponsored scheme)
The Department of Women and Child Development under the Ministry of Human Resource Development, Government of India has implemented a scheme, since 1998-99, to set up Employment-cum-Income Generating and Training-cum-Production Units (Women's Economic Programme) under externally aided NORAD Scheme, now called SWAWLAMBAN.
The Scheme is targeted at the poor and needy women in urban and rural areas including migrant labourers, women from weaker sections such as scheduled castes and scheduled tribes, families headed by women and women BPL. If necessary, to enhance coverage, the age criteria can be relaxed up to 50 years and educational qualification confined to the primary level.
DR BR AMBEDKAR DEVELOPMENT CORPORATION LIMITED SCHEMES
Under Self Employment Scheme, unemployed Scheduled Caste prospective beneficiaries are being assisted with subsidy and loan to start self-employment activities. The unit cost up to Rs.1.00 lakh, the Corporation sanctions maximum subsidy of Rs.35, 000/- and remaining amount through banks. The project cost above Rs.2.00 lakh, the Corporation provides subsidy to the tune of 33% of the unit cost or maximum Rs.1.00 lakh. Under Dairy Scheme unit cost is Rs.58, 500/, of which Rs.25, 000/- is subsidy.
UUnder the Land Purchase scheme one acre of wet land or two acres of dry land will be purchased from non SC/ST land owners. Under the Land Purchase scheme one acre of wet land or two acres of dry land will be purchased from non SC/ST land owners.
The land will be registered in the name of wife of head of the family.
The unit cost is Rs.10.00 lakhs, in which 50% subsidy and 50% term loan.
Community Irrigation Bore well Scheme: The lands belonging to small and marginal SC farmers which are adjacent to perennial sources of water like river, lake and Canal etc., will be identified and will be irrigated. Individual Irrigation Scheme: Under this scheme Irrigation bore wells will be drilled in the land belonging to SC farmers whose land holdings are in between 1.5 acre to 5 acres. The successful well so drilled will be provided with pump set and other accessories, and later it will be energized. The unit cost is Rs.2.00 lakhs, of which Rs.1.50 lakh is subsidy and Rs.0.50 lakh is term loan from NSCFDC.
Under this Scheme, financial assistance is provided to members of the self-help groups to take up small businesses like vegetable, flower, fruit vending etc..
Unit cost is Rs.15.000/- of which Rs.10,000/- is subsidy and Rs.5,000/- is margin money loan.
DEPARTMENT OF ANIMAL HUSBANDRY AND VETERNARY SERVICES SCHEMES
Artificial Insemination facilities are provided through the various Veterinary Institutions for cattle breed development. From 2006-07, under Suvarna Karnataka Go Samrakshana Scheme `.10.00 lakhs grant provided to Non-Governmental Organization for conservation and development of local breeds. SUPPORT TO PINJARAPOL AND OTHER GHOSHALS: In this programme 50% Financial Assistance will be provided to Goshalas for infrastructure facilities, drinking.
Under the Departmental Administration, there are 11 various Livestock Farms. In these Livestock Farms Various Livestock Breeds like, cattle breeds of Amrith mahal, Hallikar, Khillar and Krishnavalley and Buffalo breeds of Surthi and Murrah are maintained. Reproductives of these breeds’ male calves are supplied to the Semen Collection Centres as per MSP. In addition excess Amrith mahal, Hallikar, Khillar and Krishnavalley male calves are provided through action to the interested farmers. In these Farms imparting training to the farmers in various activities. Refresher training is also given to the departmental technical para veterinary staff, for facilitate to the farmers in various activities. Various fodder roots developed in these farms are provided to the interested farmers at the rate of `.100/- per 1000 number of fodder roots. Green fodder is produced in additional farm lands are utilized for draught affected areas and also stored for further utilization in the farms.
ABOVE 6% OF INTEREST AMOUNT: Interest subsidy will be provided for loans availed by farmers from banks for purchase of two milch animals (up to `.70000/-) or for the purchase of Sheep unit (10+1) at the rate of `.23600/- per unit. Subsidy will be provided on interest above 6% to the maximum extent of 5%.
Dairying has important role in improving the economic conditions of the farmers in the State. About 65% of small farmers, marginal farmers, and agricultural labourers are engaged in Animal Husbandry activities. About 74% of the families are dependent on dairying in the state. It is estimated about 5.99 million tonnes of milk is produced annually in the state. An average of 45 lakh Kilograms of milk is procured per day by K.M.F. through 13 milk unions. Vide Government order dated 08-09-2008 incentives is provided to the farmers at the rate of `.2/- per litre of milk that is procured by Cooperative Societies. This scheme is being implemented from 9-9-2008 and during the year 2013-14 also this scheme has been continued. But, the incentives per litre of milk has been enhanced from `.2/- to `.4/- with effect from 14-05-2013.
To provide quality health care and improve the living standards of rural cooperative members, thereby ensuring overall health and welfare of the co-operative members.
From the year 2014-15 Yeshasvini Co-operative farmers health scheme is extend to members of cooperative in urban area.
Free medical treatment for 805 types of surgeries to the rural and urban co-operators through 458 network hospitals. Improvement in health conditions and living standards of the members.
TThe scheme shall get implemented in an “Assurance Mode” with a component of “Co-payment” payable by the APL beneficiary to the “Empanelled Network Treating Hospital”; in addition to the financial assurance by the Government through Suvarna Arogya Suraksha Trust, which shall be limited to Rs. 1.5 lakhs, also “on a sharing basis”, per household per year, where in any one member or more than one member of the family can avail the treatment within the prescribed financial limit.
The scheme shall also allow a buffer of Rs. 50,000/-, which shall get sanctioned at the discretion of the Executive Director, Suvarna Arogya Suraksha Trust, primarily on the advice of the committee of doctors of Suvarna Arogya Suraksha Trust, on a case to case basis, demanding such excess sanction in circumstances extraordinaire.
The “APL card holders” who are willing to make co-payment are eligible under “Rajiv Arogya Bhagya” Scheme". The beneficiaries possessing APL cards issued by the Food and Civil Supplies Department, GoK are valid beneficiaries.
